August 2008. This briefing for MEPs explains the latest developments in the sharing of criminal records information and the effects this will have on the protection of children from sexual abuse. It calls for more impetus in Europe for the sharing of data between member states and for there to be an organised push to this end.

June 2008. The NSPCC's response considers the Working Document on the Protection of Children’s Personal Data to be a useful contribution to existing legislation and guidance at EU level on data protection and a good example of the principle of ‘mainstreaming’ of children’s rights throughout relevant EU legislation, policy and programmes.

Lisbon Treaty and child protection
The NSPCC, along with other children's charities, is highlighting the impact the EU Lisbon Treaty would have on children's rights and child protection. If ratified, the Treaty would help ensure the EU takes into account the impacts of its activities on children.

MEP Committee supports EU children's rights strategy
The European Parliament's Committee on Citizens' Rights and Freedoms (LIBE) adopted a report in December 2007 which endorses the Commissions's proposal to develop a European children's rights strategy. The NSPCC provided a briefing for MEPs prior to Parliament's vote on the report (16 January 2008), highlighting the benefits that the report will bring to children.

Protecting children across borders: conference report (28 November 2007: Brussels) (PDF, 116KB)
On 28 November 2007, the NSPCC and Save the Children Europe Group brought together EU institutions, governments, law enforcement agencies, NGOs and others in Brussels to address two aspects of child sexual abuse which require effective joint responses from the European Union and its member states: identifying and protecting children who are sexually abused for the production of child abuse images; and protecting children from sex offenders who move between countries. High-level speakers (including the Deputy Secretary General of the Council of Europe, and the Portuguese Deputy Minister of Justice) and a range of expert participants guaranteed a good quality of discussion.

October 2007. On 23 October 2007, the NSPCC led an event in the European Parliament on the issue of child protection in sport. Chris Heaton-Harris MEP hosted the event, with Steve Boocock of the Child Protection in Sport Unit speaking for the NSPCC. The meeting helped identify how the EU can help make sport across Europe safer for children.

Children's rights and EU Treaty reform: briefing for MPs and Lords from Save the Children and the NSPCC (May 2007) (PDF, 35KB)
Children's rights are included as an objective of the EU within the mandate for further negotiations on Treaty revision agreed by leaders this June. The NSPCC welcomes the move to maintain this part of the text adopted in 2004. However, the outcome is not yet certain and children's organisations will need to continue campaigning during the forthcoming Inter-Governmental Conference (IGC) to ensure that this important change for children remains in the Treaty.

The NSPCC has written to the Council of Europe's Committee of Ministers to raise concerns  about the implementation by the UK of a key European Court of Human Rights judgement. In 1998 the UK Government was ordered by the Court to ensure adequate protection from assault for children. However, the law still offers insufficient safeguards to children and legitimises the actions of the many parents and carers across the UK who routinely physically punish their children.

Cross-border cooperation in the European Union to prevent sex offenders from working with children (PDF, 54KB)
February 2007. Improving information exchange between European Union (EU) Member States on people convicted of offences against children has been one of the NSPCC's priorities at EU level for a number of years. We have produced a briefing that outlines the current state of EU cooperation to prevent sex offenders from crossing borders to work with children. UK children's charities welcome EU code on mobile phone safety (PDF, 19KB)
February 2007. Britain's largest child welfare organisations welcomed the Memorandum of Understanding on mobile phone safety signed in Brussels by Commissioner Viviane Reding and the CEOs of many of Europe's largest mobile phone networks.


2006

EU strategy on the rights of the child: a letter to Bill Rammell MP (PDF, 50KB)
December 2006. The NSPCC and Save the Children wrote to Bill Rammell, Minister of State for Lifelong Learning, Further and Higher Education about the future EU strategy on the Rights of the Child that was announced in a Commission Communication on 4th July 2006.

NSPCC position on protecting victims of child trafficking in the European Union (PDF, 84KB)
November 2006. This paper advocates the need for a child rights approach to dealing with trafficked children as children have specific rights and are entitled to particular protection. The NSPCC believes that all actions undertaken in relation to trafficked children should be based on the principles set out in the UNCRC and urges all EU Member States to ratify the Council of Europe Convention on Action against Trafficking in Human Beings (2005).

Children's rights in the European Union: next steps
November 2005. The European Children's Network has published a report into children's rights in the EU. The report examines the challenges children face, current EU policy on children, and proposes several recommendations.
