Evaluation of the network of investigation and referral support co-ordinators

A final report to the Department for Education and Skills (DfES)

This report was commissioned in 2004 to assess and evaluate the effectiveness of the Investigation and Referral Support Co-ordinators (IRSCs) as they entered their fourth year of operation.

It presents the findings of an evaluation undertaken by Mary Baginsky, an independent researcher employed by the NSPCC, who was seconded to the Department for Education and Skills for the duration of the evaluation.

Effectiveness was measured in terms of the extent to which coordinators had:

  • contributed to improving policies, procedures and practices within the context of handling allegations

  • contributed to improving policies, procedures and practices in relation to child protection in educational settings

  • facilitated networking and sharing of good practice

  • contributed to the development of policy and training

  • provided value for money.

The research took place between between July 2004 and January 2005.
