NSPCC response to the Munro Review

In response to the publication of Eileen Munro's report NSPCC's chief executive Andrew Flanagan said:
The NSPCC supports Munro's vision of a child protection system centred on the child and free from unnecessary red tape. Social workers have become too focused on filling in forms rather than using their skills and judgement to meet children's needs. But her report is short on detail.
The government now has an opportunity to make substantial improvements to the child protection system. It must prioritise support on the most vulnerable children in our society at a time of increased pressure on resources. This report must be the beginning not the end of that process.
The government should not move too quickly to rapid deregulation. It needs to invest heavily in building the skills, confidence and experience of all professionals working with children. Controls which safeguard against poor practice must stay in place while professionalism is built. Otherwise, children's lives could be put at risk.
Children's services are only as good as the people who deliver them. Agencies need to improve the quality of and consistency of education and training for staff. Workers need better support and supervision and continuing professional development. Salaries and rewards need to be set at levels that attract and keep high quality staff.
It will take at least 10 years to build and retain a high-calibre workforce.
These reforms are vital but we must not forget that child protection is everyone's responsibility. The government must not lose sight of the fact that keeping children safe does not start and end with social workers.
