Offence Prevention Line
The Offence Prevention Line is a 24-hour telephone line that aims to protect children from sexual abuse by preventing sex offenders from committing more offences.
There are around 30,000 registered sex offenders in England and Wales. The police record more than 20,000 child sex offences a year.
The probation service works with sex offenders to minimise the risk that they will reoffend. However, there is no 24 hour service where sex offenders can turn when their probation officer is not available.
We want to help prevent child sexual abuse by stopping adult offenders committing more crimes. Some sex offenders want to change their harmful behaviour and evidence shows they can. They need supervision and effective therapy to do so.
What will happen?
We are testing a telephone line for offenders to call when they fear they might commit another offence. Over two years, we aim for up to 400 sex offenders to use the Offence Prevention Line while under probation service supervision.
Offenders will be able to phone an NSPCC advisor when they need immediate guidance and cannot reach their probation officer. If we think there is an imminent risk we will tell the police as well as local children's services immediately to protect a child. Offenders know that NSPCC advisors will feed back all calls to their probation officer.
How will this make a difference?
This is the first scheme of its kind in the UK. It reduces the need for later, more expensive interventions for the offender, or for therapy for the abused child.
We will challenge the National Offender Management Service to make an offence prevention line available to all child sex offenders.
We will share what we learn with governments to promote the need for improved relapse prevention support for child sex offenders and protect more children from harm.
